Abstract
This research was aimed at finding out The effect of budget participation, budget emphasis, and locus of control toward budget slack of regional personnel organization at karanganyar regency. The dependent variable in this research was budget participation, budget emphasis, and locus of control while the independent one was budget slack. Population of this research was all persons in the regional personnel organization at karanganyar regency. Sampling technic of this research was purposive sampling and the samples were all staffs involved in composing budget at Regional Secretariat, Agency, Office and Inspectorate of regional personnel organization at karanganyar regecency with at least one-year work service. The number of respondents was 164. This research showed that budget participation and budget emphasis has a significant affected budget slack. locus of control did not affect budget slack.
