Abstract
An inability to properly plan needs at the health centers level will have an effect on drug preparation. The purpose of this research is to know the suitability of planning, procurement of medicines society and level of drugs with indicator of efficiency and effectivity of drugs and problems that occur in the planning and procurement of medicines in Regional Health Work Area of Tomohon City of 2016. Descriptive research design. Data obtained through observation of drug documents in 2016, drug indicator as many as 144 items of drugs, as well as interviews with drug managers, Head of health centers, Head of Pharmacy Installation and Secretary of Regional Health Work Area of Tomohon City. The data obtained were analyzed with efficiency and effectiveness indicators of drug management using Health Department indicator and compared with standard or other research result Results that are not in accordance with the standard that the average of the appropriate drug planning is 33.35%, less precise by 48.03% and excess of 18.62%. The percentage of allocation of drug procurement funds in Pharmacy Installation was 3.91%. The average percentage of conformity between the procurement and the fact of drug use was 94.98%. Frequency of Pharmacy Installation procurement 1 times a year. The standard result is the average percentage of suitability of available drugs item of 94.33%. Mean planning deviation percentage is 5.66%. The percentage of availability of drug procurement funds in Pharmacy Installation by 2016 is 100%. Never an invoice error occurred. The average duration of payment from the health service to the distributor is 50 days with the average length of the agreed payment time of 60 days. The average level of drug availability category less by 5.97%, safe by 76.88%, and excess of 17,15%. Priority of problem handling as follows: 1). Establish Standard Operational Procedures of drug management. 2). Establish District / City Integrated Drug Planning Team. 3). Conducting training on drug management. 4).
