Abstract
This research aimed to examine influence of General Allocation Fund (DAU), Local revenue (PAD) and to identify flypaper Effect on regional expenditure of districts and cities in Indonesia period 2014-2016. Data obtained from the Center for Information and Communication of supreme audit board of Indonesia. Total population of 514 districts and cities, and the samples is 454 districts and cities, there were 97 in the testing of data outliers. Statistical test program conducted by IBM SPSS Version 21. Based on the results of multiple linear regression analysis showed that DAU and PAD has positive influence on regional expenditure of district and cities government in Indonesia period 2014-2016. However, based on results between DAU and PAD influence to regional expenditures doesn’t show flypaper effect to districts and cities in Indonesia period 2014-2016.
